Alfredo Izmajtovich
CEO & President

With more than two decades of professional experience, Alfredo is an acknowledged leader, advocate and authority on developing large-scale affordable housing. He boasts extensive knowledge managing the underwriting of housing programs, including but not limited to low-income housing tax credits, state and federal housing programs and various private programs. His background includes manager of the Housing Division for the Los Angeles County Community Development Commission from 1991 to 2001, where he created the instrumental housing program in the City of Industry that became a key source of regional gap financing. From 2001 to 2011, Alfredo was vice president of acquisitions for the National Community Renaissance, where he was directly responsible for new development of more than 2,000 units. As a respected industry expert, Alfredo has presented at forums and seminars for the Community Redevelopment Association, the Southern California Association of Nonprofit Housing - the region's trade and advocacy organization - and other industry groups. He has been a guest lecturer at UCLA, USC and other institutions, and has been a technical trainer in affordable housing for many years. Alfredo is a board member of SCANPH and serves on the Los Angeles County Affordable Housing Task Force. He is currently the Executive Vice President of Housing & Economic Development for the Cesar Chavez Foundation. 

Alfredo earned a Bachelor of Art's Degree in Economics with an emphasis in applied math from UCLA, a Masters of Arts Degree in Urban Planning from UCLA's Graduate School of Architecture and Urban Planning, and his M.B.A. degree from the prestigious Anderson School of Management at UCLA.

Richard K. Rollins
Vice President

Richard joined the Cesar Chavez Foundation in 2012 and brought with him over twenty-seven years of diverse construction experience. With seven years as a construction manager/owner's representative, nine years as a construction superintendent and eleven years in the trades, Richard brings strong relationships built on respect, integrity and professionalism to every project undertaken by the Foundation. His expert knowledge encompasses technical oversight of architectural design, entitlements/permits, bidding, the contracting process and project estimates. Over the past sixteen years, Richard has been responsible for approximately $237 million worth of construction that have culminated in many expertly completed projects. Prior to joining the Foundation, Richard managed the construction of 16 new major multifamily housing projects worth $166 million for National Community Renaissance over a seven-year period.

Maria Olguin
Contract Administrator

Maria has been with Greenfield Development since 2012 and has over seven years of experience in new and rehab construction. Prior to joining Greenfield Construction, Maria served as a Business Manager for a general contractor where her duties included interfacing with home builders, budgets, construction contract administration, estimators, and purchasing managers. At Greenfield Construction, Maria is responsible for the assembly and maintenance of the construction pay draw requests, and the financial analysis of all construction and capital improvement projects. Maria is also responsible for the insurance and maintenance of the construction contract documents, subcontractor insurance requirements, subcontractor licensing verification, prevailing wage compliance and payment processing coordination with the accounting department. She provides team support and a working knowledge of construction terms, contracts, change orders, and the overall construction environment.

Tiffany Hoang
Construction Manager

Tiffany Hoang joined the Greenfield Construction team in 2014. Tiffany has a background in Urban and Regional Planning at California State Polytechnic University, Pomona. Prior to joining Greenfield Construction, Tiffany spent 2 years as an intern at the City of Los Angeles Planning Department as well as serving on the National American Planning Association Board. Tiffany also spent 5 years managing a mid-size import company, where she oversaw day to day operations of a constantly changing field. Tiffany’s knowledge of the City Planning process, management skills, strength in multitasking, and attention to detail is a great addition to our team. 

Alec Eaton
Construction Superintendent

Alec Eaton joined the Greenfield Construction team in 2015. Mr. Eaton spent over 4 years working with Ellias Construction; where he began as a laborer and moved up the ranks to Assistant Superintendent. Mr. Eaton has worked on numerous new construction projects, as well as rehabilitation projects. He is well versed in daily tasks such as managing trades, knowledge of proper safety methods on site, experience in plan reading, operating multiple hand tools and heavy machinery/equipment. He also specializes in framing, grading and concrete work. Mr. Eaton's varying experience makes him an important addition to our team.
